Rural Economic Development Loan Program (REDL)
Designed for business expansions in rural areas, the REDL program provides up to $1 million in 0% interest financing for projects that create jobs in advanced manufacturing and value-added agriculture.
- Maximum Term: 10 years
- Payment Deferment: Up to 24 months
Since inception, IADG members have secured over $165 million in REDL funding statewide.
Rural Economic Development Grant Program (REDG)
Supporting community-based projects with up to $360,000 in 0% interest financing, the REDG program empowers local governments and nonprofits to develop infrastructure, education, and healthcare initiatives.
To date, IADG has helped members secure $60 million for Iowa projects. As these loans are repaid, funds return to locally controlled revolving loan funds (RLFs), creating ongoing support for new business and community development projects.
New Markets Tax Credits (NMTC)
The NMTC program provides a 39% federal tax credit for investors supporting projects in federally designated distressed areas. IADG partners with Iowa Community Development and Iowa Business Growth to connect qualifying businesses with this powerful incentive.

Revolving Loan Funds
IADG’s utility partners manage over $75 million in locally controlled revolving loan funds. IADG will guide you in accessing this flexible, low-cost financing.
IADG Energy Bank
IADG operates a $2 million revolving loan fund with a goal of helping Iowa’s manufacturers be more efficient. Loans up to $300,000 are available at 1% interest for equipment replacement projects which provide quantifiable efficiency gains. Reach out to IADG to learn more.
Local Tax Incentives
Iowa communities and counties have a long history of utilizing Tax Increment Financing (TIF) and Property Tax Abatement for the benefit of growing businesses. IADG’s experienced staff will help you leverage these local financial tools.
